need simple mobile app for our backflow testing crew (offline mode needed)

Hi everyone, I run a backflow prevention testing service in the Austin area. Basically, every commercial building and irrigation system has a valve to keep dirty water from sucking backwards into city pipes, and our technicians have to go out, test the PSI pressure with analog gauges, and submit official proof to the city water department. Right now my guys are writing numbers on clipboard carbon paper out in the mud, and then my wife spends 3 hours every night typing them into our master Google Sheet and matching up photos.

My nephew tried to build us an app last summer using Bubble or Flutter flow (I think that’s what it was called) connected with a zapier webhook, but it completely froze whenever our guys went down into concrete parking garages or basements without 5G reception.

We need a straightforward phone application—for both Android and iPhones—where our 4 techs can pull up a job address, snap two photos with the phone camera sensor, punch in the 3 PSI pressure readings, get the property manager's finger signature on screen, and hit save. When they get back into cellular range, it should automatically upload the bundle into our SQL cloud server and generate a standard PDF compliance certificate with our state license number on it.

Our annual municipal water district audit starts June 15th so we have to get this deployed before the summer rush. Tell me what tech stack you would use for this.
