sync epa e-manifest rest api to our python hazmat intake service

We need someone to finish integrating EPA's RCRAInfo e-Manifest REST API with our battery recycling intake service (FastAPI, Postgres, Celery). Authentication via CDX is working, but manifest JSON schema validation, automated electronic signing via their staging sandbox, and webhook ingest for status callbacks are unfinished. Need this wrapped up and tested against EPA staging before our quarterly state hazmat audit on the 18th. Codebase is clean, fully typed Python.
