Need someone to fix our mobile training app for hvac apprentices (offline bug)

Hi everyone. A bit of background first: I run a commercial refrigeration and HVAC repair company with about 45 field technicians. Under new state licensing rules coming into effect on May 15th, our junior apprentices are required to complete 10-minute daily safety modules and wiring diagram quizzes while out on customer sites.

Right now we have a responsive web setup wrapped into an app shell that our office manager put together, but it is failing out in the field. Our techs spend half their day inside concrete basements and walk-in metal freezers where cell service drops completely. Whenever connection drops, the app freezes, wipes their quiz score, and logs them out because the offline SQL cookie cache isn't saving locally.

We hired a freelancer two months ago to rebuild this as a proper mobile app with local sync, but he stopped responding after putting some half-finished code into our GitHub.

We already have all 500 quiz questions and video snippets organized in Airtable and the visual layouts done in Figma. We just need someone who knows how to put together a straightforward cross-platform app (for both Apple iOS and Samsung Android) that downloads the weekly training packet to the phone storage automatically on morning office Wi-Fi, lets them take quizzes offline, and sends the test results back to our Airtable once they get signal back. We really need this finished before our state audit in mid-May.
